Default Date display in dd-MMM-yyyy format

How can I get dates displayed in the format dd-MMM-yyyy on our web pages? We have tried to set the regional settings for our users on the server to this format, and it&#039s fine if it uses these regional settings. However, our NT Server&#039s settings somehow keep reverting to some default date setting once there is no user logged on to the user. We have tried setting the system default locale, but each time we tick the checkbox, it reverts to the default settings of the country selected, eg, dd/mm/yy for English(US).

Thank you.
