Default replacing a ? in a query string.

i have a problem. I'm trying to pass a querystring that has a value of another website address like below.
whatever.asp?
with the retreived value of the query string i use msxml to parse the website and return the html. the problem is it chokes on the second ? and doesen't retreive the full query string call. is there a way i can convert this second ? to something that will allow this to work? Thanks in advance.. I'm really lost here....
