Default writeline problem

Ok im making a page to create pages automatically based on a few inputs, my very first code to write the page is
objcreatefile.writeline ("<%@ Language=""VBScript"" %>")
whenever i run the code it comes back

Microsoft VBScript compilation error '800a0409'

Unterminated string constant

/createenter.asp, line 36

objcreatefile.writeline ("<%@ Language=""VBScript""
---------------------------------------------------^

i even tried putting
objcreatefile.writeline ("<%@ Language=""VBScript"" %" & ">")
but then the page it creates doesn't read those as actual %> it doesn't seem to read <% or %> as they are supposed to start the code, it just comes out in the source code like background html. How can i fix this?
