Default Disallowing repeat data

I have a form where users have to rank their preferences, say 1 through 10. What is the best way to disallow the user from repeating a choice, for example picking two second choices. I bounced around the idea of having drop-downs and once they select a choice, it gets removed from the next drop-down. Is this the best way to accomplish this? Any opinions/ideas?

Also, a quick side bar..does anyone know how to alter the size of a new browser window when using target="_blank"
