why wouldn't you just call it an .asp page and have an asp page with a little bit of asp and a whole lot of html? if you're running iis 5 it isn't too costly/expensive to name many pages .asp and as long as you don't have any asp on the page, the asp.dll won't be called and the page will show up just as fast as a non-asp page would.
