The page specified session timeout is meant to overide the server settings. Those apply for your whole site and can be changed thorugh your IIS management console. To change your server settings for your whole site:

1) Go to the "Home Directory" tab in the properties of the console.
2) Then click on "Configuration" and then on the "App Options" tab.
3) There, make sure the "Enable session state" is clicked ON, and change the value in the box to feed your needs. Note that the value is in minutes.
Thanks so much for the detailed information.

So I have my IIS default 20 minutes and on one of my asp page I increase to 30 minutes. From this point on my server setting is changed to 30 minutes and rest of pages' timeout is 30 minutes.
