What does the syntax of putting javascript:document.whatever instead of document.whatever do?

Sometimes if you omit javascript: the document will not be able to find all of its parts. In particular, when you have variables or functions declared in the head section of the document, some browsers require you to specify javascript: before the name of the variable/function. <BR>Does this make sense?
