Default VB Constants in IIS

Does anyone know why in some installations of IIS VB constants like adCmdStoredProc, adInteger are automatically recognised and in others it's necessary to define them as constants?

I find this annoying when I upload from our development server to the live server and find that pages on the dev server need such constants defined for the live site. Is there some setting in IIS that turns automatic recognition of these constants on and off?
