Default .dat files writing?

I saw some cgi scripts that write data on a .dat file (example is the famous quickpoll script), also using those black squares(wich I don't know what they are for).
It's like if there was some kind of formatting to get rid of the skipped line.

Can someone please explain what is this kind of file writing?
If asp can write files like that, Where can I get more info about it?

Thanks
