Default mouse over events

I have a menu.html page that holds all links for my website. This page is included in many ASP pages so that I do not have to type the link information over on each page.

I would like to be able to do the following. On mouse over a particular link, I want the background of the link to be a different color (say red) and the text of the link to be yellow.
Can I accomplish this in my html page or will I have to put this code on all my ASP pages?? Also, any ideas on how to get started?

Thanks your help is appreciated.
