Does a custom COM require explicit reference in the web project to create instance using Server.CreateObject on ASP?

When I give reference the following error was generated:

Active Server Pages error &#039ASP 0223&#039
TypeLib Not Found
/BackUpHub2K/global.asa, line 2
METADATA tag contains a Type Library specification that does not match any Registry entry.

Any Ideas would be highly appreciated.
Not sure about the web project reference, but I do know that you have to enter it into your system registry via regedit or some other registry editor. Not sure on the specifics &#039cause I&#039ve never done it before, but it looks like this might be your problem.

COM is registered. I checked it using regedit. Also it can be used from a VB client.
It also works fine with ASP when I DON&#039T build an explicit refrence on globa.asa file by clicking Project->Project References.
