Can we keep this file in any directory other than the root directory?
No we can't
Well, not strictly true.

You can have a global.asa in the root directory, and another one further down the tree - the directories under the second one inherit its specifications.
Do we need to make this as an virtual directory or just tell me the steps how to place the global.asa in the other directory and the advantages of it.
I think you would have more disadvantages rather than advantages of having a second global.asa file, because you can get conflicting operations.
