Default Parsing HTML input fields

Does anyone have any thoughts on how I should go about parsing HTML input fields on by web pages. I want to prevent someone pasting several K into a 10 character field and I also want to parse through what was enterd to search for invalid characters such as unwanted tags which may cause a bug in the scripts.
Should I just execute a local parsing script when the contents of an enterable field changes ?
Thanks guys.

    1 - <input type="text" size=10 maxlength=10>
2 - Yes, a regular expression at the top of the form processing routine would be good to eliminate those pesky evil characters. The details may be printed in the RegExp forum...
