Within your CSS Style, all you need to do is set the attributes for the Anchor tag AND the hover tag, i.e.

A {
font-family:verdana;
color: #ff0000;
text-decoration: none;
}

A:Hover {
font-family: verdana;
color:#0000FF;
text-decoration: Underline;
}

You will find that the style does not then become Visited.... and I believe this is what you are looking for.
