Are temporary cookies (cookies without an expiration date) written to disk? If so, where are they?

I have looked in the cookies folder of the windows directory while my page was loaded in IE, but did not see any cookies for my intranet site.

Cookies are stored in the cache of your browser until you close ALL your browser windows (even if you&#039re on a page other than your intranet site.) When you close the windows, the cookies are then written to the cookie file.

So, I can assume that cookies without an expiration date are not written to disk. Therefore, a user cannot open the cookie and modify it while the app is being used. Correct?
