I am a little bit confused by this

rstopics("value") is a recordset element and so cannot be
an application variable- you are calling the field "value" from the recordset rstopics at the row you are on.

if you want to write the value of an appication variable as above try
tstr = "<td bgcolor=#e7e7d6 align=right>" & Application("activeusers") & "</td>"

response.write tstr

where Application("activeusers") is a predefined application variable

thanks
