Default Annoying Double Quotes Error

I am trying to do a page redirect a to another asp page like this:

Response.Redirect("IcrDetails.asp?ID= <%rsIcrs("ID_D2N")%>")

When I do this I get the error:

Microsoft VBScript compilation error &#039 800a03ee&#039

Expected &#039)&#039

/IcrASP.asp, line 34

Response.Redirect("IcrDetails.asp?ID=&#060 ;%rsIcrs("ID_D2N")
-----------------------------------------------^

The second double quotes is closing the first instead of opening another set. Does anyone know a way to make this work? Thanks
