...more details.

Is this supposed to run "privately" on that Win98 machine? Should it run in a browser window? If so, does the Win98 machine have PWS installed?

If it should run in its own window, then you may need to use Visual Basic to do this. You could use VBS with WSH, but basically you are limited to stuff that a DOS window can display if you do that.

Soo...many possibilities, but you have to tell more of situation.

The VB program uses a DataGrid to display table information from the Access Database. Information cannot be changed, just viewed by user.
When creating the package I know I need to add the Access Database to it. Am I missing any thing else to include in creating an executable?
I get an error on my install..."An error occurred while registering the file 'C:WINDOWSSYSTEMMSADO25.TLB
The next error I get when trying to open the program is...
"The Microsoft Jet database engine cannot open the file 'C:CPTCodesCPTLookup.mdb' It is already opened exclusively by another user, or you need permission to view its data.
...but maybe it happened for same reason as the other msg?

It feels like you already have Access open on the machine and talking to that DB. If not, you might have an unreleased lock file (look for "CPTLooup.Ldb").

I'd try a reboot. Don't start any programs. Make sure there's no ".Ldb" file; erase if there is and reboot again. Then try the INSTALL of ADO again.
