But, you can write scripts/console apps that make HTTP requests to the web server that has the ASP.NET pages and execute them that way.
ASP.NET generates html so you need something capable of showing html. That application is the browser.

You still need to write some kind of application to request the ASPX files.
could you not just write it in VB.NET instead and run it as an exe?
