Default problem with adding links

Ok, I'm not sure how to code this... I want to have this links system where all my links are under subcategories eg
Personal
-site
-site

Graphic
-site
-site

I have made one table for the subheading names and one for the links and linked them with inner join, but now when I want to add a new link under say Personal, the code i have currently have well outpout this

Personal
-site
-site

Graphic
-site
-site

Personal
-New site that i just added

How can I make it so that the next new link I make well go under an already existing category name and not make a new one if the last category isn't same one.

I want it to look like this:

Personal
-site
-site
-new site that i just added

Graphic
-site
-site
