Default CSS Positioning Problem

    I'm having some major problems with aboslute positioning using css. If you go to the site http://www.newyearsinthecity.com you will see a line image that is 2pixels tall. Under it is a news image.

This is the code to display it

<div style="position:absolute; top:254px; left:0px; padding:0px;" id="rule1">
<img id="rl1" src="images/rule.gif" alt="" />
</div>
<div style="position:absolute; top:256px; left:0px; padding:0px;" id="news">
<img id="newz" src="images/news.gif" alt="news" />
</div>

For some reason the news image overlaps the line image even though it is placed two pixels below the line. It does this on both IE6 and Mozilla 1.0 on windows 2000. It seems to work fine on IE5 on Mac. Any ideas?
