I right clicked the test project and set it as working folder. The working folder name is c:program filesmicrosoft visual studiovsswin32. Then I came back to my computer and created project called ClientTest which use that web server. When I tried to add files in from the working folder, I did not find any ASP files inside that folder. Anything I did wrong?
It is so easy to do that. Don't know why you are stuck.

All you got to do is to start VSS. Create a new project and when you do that, it does ask you where you want to create your working folder. SO you set that. When you set your working folder, all you have to do now is, add(there is a ADD file icon there) your files into the working folder.

I have not been using VSS for sometime now but I do remember that is the way to do it.

.. is that they might be adding the project in Visual Studio and then thinking that it will magically appear in VSS.

I think it's just a lack of knowledge of how Source Safe and Visual Studio work. But, other than saying "Read the helpfiles", I'm not sure how to procede with this person.
