Default include files

In my old classic ASP apps I used a server-side include file that I called "configuration.asp". This file contained a number of global variables and arrays that controlled key aspects of the application. By storing them all in one file our clients could make changes to the app's "configuration" by going into it and editing it. How do I accomplish the same thing in .NET without using the global.asax file? Should I just stick to an include file?

Thanks in advance

    Default Yes, or...

put it in an xml file. Then cache the xml file in .NET and set it to reload into cache when the file changes. Here's a similar example of how to load objects/data in and out of cache.
Granted, the article is off topic but the code example can get you started in the right direction.
