I have a password-protected site where I store the username and password info in an access database.

Is there a way that I can have a password expire after, say, a week?
sure

create a process that runs every so often to clean up your db.

Schedule it. OR, next time they log in, check the db, notify the user if its expired and delete it.

Yes, do you have a date field that holds the "last time updated" information in the table your userID and password resides in? If so you can take that data and write a routine that will check last time updated and send the user a message.
when the record is created store an expire date of
now()+7
every time someone logs in compare the expiration date to now()
