I need to set a cookie on one website (domain) and then read it at a different site.<BR>How is this done? I couldn't find anything in the FAQs on this.<BR>Also, is this one of those things that IE 6 is preventing?

It doesn't work for security reasons. Just imagine if a site could read all your cookies. They could get credit card information and the like. What you can do is a technique known as migrating cookies across domains, where the first site sets the cookies, when the second site wants to read the cookie, it redirects to a particular page on the first site, which reads the cookie, then sends the info to the second site via the querystring, the second site then sets its own cookie based on the info from the querystring. I've noticed MSN does it a lot.
